There are 2 files in this zippack: 

dos710.exe

Which is an image of a barebones 1.44 Win98SE/DOS7.10 floppy bootdisk. 
Put a new floppy disk in your A: drive. Click on dos710.exe to create
the disk.

dos710.iso

Which is an ISO of the same 1.44 disk. Use your CD burning program to
burn the image properly.

In theory one can use these to copy the boot sector(s) to your
flash drive to make it bootable. One can then add the utils/apps you
want to use afterwards.
